What is IHE Delft?
IHE Delft Institute for Water Education is the largest international graduate water education facility in the world and is based in Delft, the Netherlands. The Institute confers fully accredited MSc and PhD degrees in collaboration with partner universities as well as professional development through short courses.
Since 1957 the Institute has provided graduate education to more than 15,000 water professionals from over 162 countries, the vast majority from the developing world. Numerous research and capacity development projects are carried out throughout the world. The Institute offers a unique combination of applied, scientific and participatory research in water engineering combined with natural sciences, social sciences and management and governance. Since its establishment the Institute has played an instrumental role in developing the capacities of water sector organizations in the Global South, not least by strengthening the efforts of other universities and research centres to increase the knowledge and skills of professionals working in the water sector.
IHE Delft carries out educational, research and capacity development activities that complement and reinforce each other in the broad fields of water engineering, water management, environment, sanitation, and governance.

Building resilience to flooding is an important need to sustain the livability and economic competitiveness of cities worldwide. This course will give students a thorough introduction to planning and delivery aspects of flood resilience.
In this Water Science & Engineering course, students will focus on a series of topics, including: resilience of flood risk systems, objectives & stress-testing objectives, strategies to improve flood resilience, evaluation and adaptation pathway sequences, and adaptive plans including institutional and monitoring arrangements. Upon completion of the course, students will have developed a thorough understanding of flood resilience. Specifically, participants should be able to:
In this course, students will learn to use the concepts of adaptive and strategic planning and design for developing river basin management and development plans.
The material will cover a wide range of topics relevant to strategic planning for water management. Participants will learn about river basins as socio-physical systems, strategic planning and design for river basins and deltas, and dealing with uncertainties. During the course, students will work on integrated application of the concepts, theories and methods introduced in this course on a case. A limited number of cases will be prepared, so that students can focus on a field of their interest. Case options may include deltas and/or basins with different characteristics, such as heavy urbanisation; flooding problems; drought and water scarcity, subsidence, pollution and water quality, etc.
Upon completion of the course, students will have developed a thorough understanding of flood resilience. Specifically, participants should be able to:
• Understand strategic planning concepts and principles
• Describe social-physical relations and interdependencies, in particular among water and environmental systems, and socio-economic development
• Use of the concepts of adaptive and strategic planning and design for developing river basin management and development plans
• Use Strategic Environmental Assessment (SEA) as a planning tool for developing sustainable river basin management and development plans.

About the Instructors
Dr. Berry Gersonius, Senior Lecturer in Urban Flood Resilience
Berry Gersonius (MSc in Civil Engineering from TUDelft) is Senior Lecturer in Urban Flood Resilience at IHE Delft. The scope of his work covers education, research and capacity building in the field of urban water and flood risk management. In 2012, he finalized his PhD study, entitled ‘The resilience approach to climate adaptation applied for flood risk’. His research interests are specifically on the application of resilience to urban water systems, on the development of adaptation policy pathways, and on the delivery of water sensitive cities.
He has been involved as a project member in various national and international research projects (e.g. FP7 FloodProbe, Interreg IVB MARE, COST C22 Urban Flood Management, COM23 Water Robust Building, and UFM Dordrecht). Currently he participates in the CRC WSC project on Socio-Technical Flood Resilience, the ADB project MARE Indonesia, the WOTRO IP Dynamic Deltas, and the Interreg IVB project CAMINO. Berry Gersonius has been reviewer for various international journals (e.g. HESS, J of Hydrology, JFRM, Risk Analysis, Water Management, Water Policy, and Water Research). He is responsible for the course of Water Resilient Cities within the Flood Resilience (Chair) Group.
He is also an expert on flood safety and stormwater for the City of Dordrecht. At Dordrecht, Berry Gersonius is working on the development of an integrated flood risk management strategy for dike ring 22, based on the concept of multi-level safety (i.e. addressing protection, prevention and preparedness). He is a member of the regional Delta Programme Rhine Estuary-Drechtsteden.
Dr. Jaap Evers, Senior Lecturer/Researcher in River Basin Governance
Since November 2012, Jaap is working at IHE Delft as a lecturer in River Basin Governance as part of the Water Governance chair group of the Department of Integrated Water Systems and Governance. His educational and research activities include subjects related to river basin management and governance. Jaap is involved in the general management and organization of the Water Management Master Programme of IHE Delft.
In 2011 Jaap started working for MetaMeta, a research and capacity development consultancy in the international water and natural resources management and development sector. In this position Jaap has joint in several evaluation and capacity development projects (Pakistan, Ethiopia and South Sudan) and provided backstopping support to the Water Unit of IFAD's Policy and Technical Advisory division.
Jaap Evers was awarded his PhD in June 2011 in Public Administration from the University of Twente, Eschede, the Netherlands. In 2006 Jaap started as a research associate at the Twente Centre for Studies in Technology and Sustainable Development (CSTM). Here he studied interactive implementation of IWRM plans. In his research Jaap focused on the effectiveness of innovative project implementation strategies within complex governance settings.
He has a Masters Degree in Tropical Landuse - Irrigation and Water Engineering from Wageningen University, the Netherlands (2006).
The Knowledge Platform is designed to promote and showcase an emerging set of approaches to water resources management that address climate change and other uncertainties — increasing the use of "bottom-up approaches" through building capacity towards implementation, informing relevant parties, engaging in discussion, and creating new networks. This is an ongoing project of the Alliance for Global Water Adaptation (AGWA) funded by the World Bank Group.
